Born in Toronto, Ontario, Bowen has a B.A. from the University of Toronto; M.A. from University of Waterloo, and an ABD from University of Saskatchewan. Bowen taught English at several universities and was an Associate Professor at First Nations University of Canada. Bowen is the author of the 24-novel-long Joanne Kilbourn Shreve mystery series and has recieved many awards for her crime fiction. Bowen’s other novels include; The Love Letters of George and Adelaide, and four Charlie Dowhanuit novels for Orca Press (all were adapted for CBC radio). Her plays; Dancing in Poppies; Peter Pan; Beauty and the Beast have been produced across Canada. Her 2024 play, Ursula Najor and Ursula Minor is in the catalogue of the PGC. In 2018, Bowen was awarded the Saskatchewan Order of Merit.
