PGC/PACT Contract Ratification 2025

PGC and PACT have completed their contract negotiations, and now it’s time to vote to ratify the proposed changes!

PGC members will vote on the Ratification package between June 9-12 inclusive.

Online voting will open at 8am Newfoundland time on Monday, June 9 and close at 5pm Pacific time on Thursday, June 12, 2025.

PGC will hold two (2) Town Hall information sessions in advance of the voting period.

OVERVIEW of 2025-2028 Contract Updates

What PGC Gets: 

Most playwright fees will go up 4% as of 30 June 2025, followed by a 3% hike in 2026/27, and then another 3% hike in 2027/28. This will apply to: 

  • The minimum guarantee, raised from $2000 to $2200 (a 10% increase) before the fee hikes apply. 
  • The minimum guarantee for productions with less than 7 shows (currently $75). 
  • The Minimum Commission fees for all five tiers of the theatres. 
  • TYA flat fee rates for School tours (currently at $72.50 a show). 

*Workshop and Reading fees will also increase, going from $70 to $83 for a half day, and from $137 to $161.50 for a full day. 

*Payments for the Extension if the Right to Produce are no longer recoupable via a future production for the theatres (it is non-refundable; the playwright keeps the money). 

*Adaptations and translations (the Stratford Festival excepted) will now get a minimum royalty of 10% on all premiere contracts (stock contracts are TBN). 

*A 2% fee for late payments made by theatres for royalites, fees, and RRSPs. 

What PACT Gets: 

The introduction of a graduated system for the threshold before participation rights kick in, based on the theatre’s gross annual budget in the previous year: 

  • Theatre Budget under $1,000,000: $10,000 in royalties. 
  • Theatre Budget from $1,000,001 to $3,499,999: $15,000 in royalties. 
  • Theatre Budget from $3,500,000 to $4,999,999: $18,000 in royalties. 
  • Theatre Budget from $5,000,000 or more: $25,000 in royalties. 

*Acknowledgement of Developing Theatres when it comes to billing credits. 

*Two new meal options when the playwright travels for a workshop or reading. 

*TYA tour payments will be made quarterly instead of monthly. 

What We Both Get: 

  • Slightly revamped RRSP submission procedure (playwright’s money upfront). 
  • A commitment to transparency when it comes to Artificial Intelligence (AI), and the creation of an AI Working group to delve into the matter and develop contract language for the next round of negotiations. 
  • A new Anti-Harassment clause that provides guiding principles, definitions, and a reporting mechanism for members of both associations. 
  • An annual Playwright Reading event at PACTCon every year going forward. 
  • The ability to send notices by email, and a switch to e-filing for all contracts.
